Understand the New Proposed Quality Payment Program

In April 2015, President Obama signed into law the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). The law:

  • Repeals the sustainable growth rate (SGR) methodology for determining updates to the Medicare physician fee schedule.
  • Establishes annual positive or flat fee updates for 10 years and institutes a two-track fee update beginning in 2019.
  • Establishes the Merit-based Incentive Payment System (MIPS) that consolidates existing Medicare quality programs.
  • Establishes a pathway for physicians to participate in an Alternative Payment Model (APM).

To understand how these changes affect you, speaker Dr. Lemeneh Tefera, from the Centers for Medicare & Medicaid Services (CMS), explains how MACRA changes the way Medicare rewards clinicians for providing quality care by streamlining multiple quality programs into the new Quality Payment Program tied to the Part B Fee-For-Service payments.

Tefera serves as a Medical Officer and policy advisor for the group that runs CMS’s value-based purchasing programs and the new MIPS. With the implementation of MACRA and the replacement of the SGR, clinicians participating in the MIPS or APMs of the Quality Payment Program will receive payment starting in 2019.
